The Russian defense ministry says the S-300 missile systems have been delivered to Syria but that training the Syrian crews to use them will take 3 months (which actually sounds rather short). That likely means that in the meantime the launchers will be manned by Russians with a Syrian officer present to press the launch button -- that way the Russians didn't shoot down the plane -- they just jammed it, tracked it, and lead the Syrians by the hand in launching.
